If she works for 2 years, need 遣散費, but 遣散費 only means you close this position, so in your case:
you need to pay 遣散費 --> if you don’t hire any kinds of helpers anymore because you lay her off (裁員),
you do not need to pay 遣散費--> if you recruit another one, because the position is still existing.
