I totally agreed with you, Immigration Department are unable to offer further advice in this regards. I think mainly should due with Labour Department and Small Claims Tribunal. The core of the problems are some domestic helpers abuse the labour laws to get more interest from employers.
The reason I send those email, is want our government could more concern those unacceptable issues were happening in our region now.
I really hope the relevant department can hear my voice. Now seems to be, the laws only cover the employee, but neglect the tax-payer "employer". I understood what I do is very limit, but really want can change our situation now.

i suggest that they should 留案底 in hk & their country if they steal or hurt the kid. And cannot apply working visa again.
hk govenment is very proactiv, they only work when someone voice out loudly.
Going onto the street on 1 July is good but i think we better be well organize and try to gather as much ppl as we can. Then we draft what we are asking for and see who can help or support us. Then we need to see how we could make things happen.
could we contact TVB or ATV, so they may make a program on this topic on let's say "星期二檔案", and if we send lots of emails, we can print the emails (hundreds or even thousands) as proof, so the tv station can use them to question the government like why the government has no action even there are thousands of complaints from the public, etc..etc..?!?
couple years ago in Canada, they want to pass the law about "人頭稅賠款", I can't remember was it the chinese radio station or the newspaper or from a Chinese councillor Miss Chow, asking all Chinese Canadian to send a template email to their MP (lots of my friends - chinese or non-chinese, and myself sent the email), pressure them to vote yes, and of course, that law finally passed.
I understand there is different in the culture between Canada and Hong Kong, but is it something we may want to learn from a democracy country, if we will get in trouble (告我教唆)by sending email to express our views our experiences, no wonder people said Hong Kong has no democracy lor!
I very agree and support what you say. But after my observation, most of the employers like to keep talking talking... about how worst their maids, how they cheating them. But when someone mention to do something, like protest OR another formal way to go through with relevant department, then the employers will prefer take a break and shut up.... That's why we are very far behind with the Philipino. And most of the cases were won by the maid side, is because of we do not want any trouble.
We think few thousand can save more time, but you do not your spoiling aciton, only make their union more aggressive on such things.

其實,如果可以組織一個民間外傭僱主權益組織就好!我地可以自設外傭black list 資料庫!資料庫不會向公眾公開!但可提供比僱主參考等等!因為一公開就比人block!

i agreed with loreal, there are so many employers here only talk but not willing to take any action. That made their union more agressive. So disappointed!!
