Valid questions you have there, but i do have to disagree with you on this statement: 雖然d項目有利長遠發展

the high speed railway is not one of those; HK govt already got plans to extend 'west rail' to connect to mainland (for ref, see Albert Lai Kwong-Tak's article on mingpao). Cheaper tickets for riders, and 8 mins longer ride than high-speed railway. To me that is a alternative to the high-speed railway. Why spending money and effort on a project that is so costly to build and has some difficult/unknown challenges lying ahead.
