That's ransomware, which could b infected via installing rogue software or simply visiting rogue sites. And it is almost impossible help unless u pay (I'm dead serious)!!
Merely installed free antivirus r useless these days as what u need is "internet security suite" (which is a payware by the way) to protect from ransomware.
Others may tell u not to pay as it'll encourage hackers to continue their act. Still, pay or not, those ur files n u r the one being suffered.
Unless u have backup, don't pay, but don't think u have any backup (windows restore point won't help).
As stated in the instruction, install Tor Browser (which is safe as it allows dark web access) and try negotiate if they r willing lower their price.
If, somehow, ur data restored. Format ur PC and reinstall everything, including internet security suite.
