What's the lowest Mortgage rate in the market now ?

My friend would like to re-mortgage his appartment. He found HangSeng can offer prime rate - 2.8 with 1.5% ~ 1.75% rebate with 3 to 4 years contract. Hang Seng Bank said that may be able to offer lower rate. I would like to check what's lowest mortgage rate offer in the market. Any chance to be prime - 2.9 or 3?

Can existing Hang Send Bank mortgage customer get same mortgage rate ?
