Your case is exceptional la because the baby is not in up side down position. If all things are OK, like the baby is in a proper position, blood pressure is OK, etc., then no 開刀. It is because 開刀 is very expensive. In normal circumstances, government hospital will not allow people to choose this method if all things are OK.
