Can try Dah Sing Bank , just got the leaflet, no mimium charge , & wl issue a deposit card which you can put yr kid's photo on & also can educate children abt the banking & financing knowledge etc. and this card is entitled some discounts with some connected shops ... , for details it's better to ask the staff in person..
