Do you have a PC at home is using by adult? If yes, just switch this to the child and buy a powerful for adult.
I think a primary one child only do some simple thing or play game with using computer. You may consider buying a new for him/him when you it is not meet the requirement.

My PC is running English Window. Would it be ok to be used by my son? I'm just afraid that some of his homeworks might not be readable by English Window.

Yes, I bought my existing desktop at PCCW years ago and had chosen the English Window. Would it be difference if it is not 老正English Window? Would primary school student be expected to type in Chinese in their homework. If that's the case, I think the one I have now might not be suitable.
