I don't think you are eligible for 公緩, as you did not work for these year, paid no "Unemployment insurance" so could not apply for such. but guss you could apply for low income group - to have some taxes waive.
what do you mean by poor people, here just like HK, the most monthly payout is the rent, if you have a place to live, then the daily spending is small.

I think you may try to hang on a bit coz the new rules may not be able to be approved. And it may take years to debate. Since there will be hugh impact on your family, you may want to watch out how it goes first.
As for as the tax, the sum may be quiet big. As the tax rate in HK is just 15-16% but in Canada the tax rate is progressive according to your income, it range from 33% to as much as 47%.
eg. If in 2005, according to your income, you should pay 40% in Canada. Since you work in HK and paid 16% in HK, you have to pay the different back to Canada ie. 40%-16%=24% or you income in HK.
But you have to pay back all the year while you are away from Canada.
I just have a little personal opinion... it may not be good to leave your husband back in HK alone... I think it may not be good for you and your kid...
1. if you use BNO走的. 無報non-resident. and use BNO to return, it does not matter if the BNO passport got the Taiwan stamp inside. But if you use the Canadian passport to Taiwan. then it will have trouble, as Canada has no record of you departing Canada.
2. if you claimed you are in canada during the past 8 years, where comes your daughter, there was no birth record of your daughter. Marriage licence/certificate is o.k. as you could claim you are live-in partner.
3. if you apply "reunion" of your daugther and husband, you will have to proof your marriage certificate which indicate your married in HK and give birth in HK, and that contradict your pt 1 (saying you are in Canada for the past 8 yrs)
as you have already did something in HK, so canada commissioner know you lived in HK for the past 8 yrs. all I thought was you could claim innocent, and don't know how to apply non-resident and see how they reply to you for your tax, but don't play dump to use BNO to return to Canada, as it fully show you are cheating the government.

As I know if you didn't use any benfiets from Canada Government during you're stay in HK they will not request you pay back any taxes. When you return to Canada. Unless you did otherwise don't worry!!
for you - don't have any problem, since all your family is canadian citizenship - worse case you re-apply the PR lor. if they ask you why, just tell them the fact, or they might just let you to re-submit the form as the citizen...
for your daughter, I guess there is no diff if she apply the OHIP card after 18, as everything ontario resident will have the OHIP card (even for the child) so she will be question what is the "old" number.
so just contact the OHIP and do the proper procedures, all you need just to wait for 3 months.. no big deal

my friend's neighbour just recently get his house rented out for $2200/month - in 16th street and mccowan.
price is a big high, but fall under the school markville high - so still have the market.
however, per your saying, your girl will be in U next year, then why bother to buy a house, as she might not even study in Toronto...
most of the new site have the promotion saying zero down payment - but then will have lots of other constraint. normally will be around 30% deposit will be fair enough.
mortgage rate right now is around 5-5.5% depends on how long you want to "lock" yr mortgage.
