I've been in canada twice, for delivering babies. So, i cannot remember if it was 2002 or 2005. Probably, the new rules were introduced in 2005.

I think even the immigration lawyer cannot answer your question.

Some are lucky but I can tell you there are plenty of highly skills people are on the queue and waiting for over 5yrs.
I dont want to discourage you, but there are also lots of highly skills immigrants pack all their stuff back to their country as they dont get the similar job in Canada. Or working as a cashier in supermarket to survive.
