according to the agency and the website of phil consulate, they have to take an assessment about the language and culture of the host country. If they failed in the assessment, they have to take 3 days training.
My agent told me that after they complete 3 days training, there will be no more assessment again.

yes, of course the maid cannot come if she cannot obtain the cert. She need the cert to process the POEA ( ?? ) document in order to come to HK.
My agent said they will process the cert on Monday and process the POEA on Tue, to see if my maid can come to HK this week la
