$650? That's not a suprise. As I've said, repaired you notebook by using used parts ... are you going to accept it?? Hell not to me. And tell you want. Even they fixed it, they'll only provide one month warranty on that particular parts. So, ...
You see, would you keep charging your cell phone even the battery is full? Tell you what. If you do that, you'll have your battery malfunction pretty soon.
Back to your battery. You've removed your battery and tried to reboot your notebook but in vain. That's telling you the problem was not caused by battery itself. Thus, replacing it would not help.
Yet, problem could be caused by notebook transformer.
Tried using a Voltmeter and see if the transformer provides steady voltage (Electro hazardous WARNING: do NOT attempt to do this unless you absolutely know what you are doing). If voltage is steady, that means your transformer is OK. Or else, replace it.
Next, I would open your notebook and looked for the button lithium battery. Test it with Voltmeter and see if it's working. If not, replaced it. Careful when you opening your notebook, which could void the warranty and you might not be able to put back in one piece.
Next, I'll move on to motherboard. Unless you have spare parts and can grab it for free, don't bother. You see, this is method of elimination, which will cost you considerable time and $$.
