If you order from Rakuten Global...the company will send you a confirmation email to seek for additional international delivery charge. I got rejected once as the company did not ship overseas.
However, if you order the goods from Rakuten Japan, only domestic delivery (inside Japan) and will accept Japanese credit card.
You can look for "日本代購" to help ordering it. I ordered few clothes from them and they helped to answer my questions (as I don't know Japanese).
I regularly order kids stuff at Rakuten Japan as more items are available than in Global site. Japan site accepts foreign credit card but only delivers within Japan, so I use tenso.com to send to HK.

If I have place orders from various shops (which do ship goods outside Japan) in my carts, can all my orders arrive in one package? Or only a few shops listed in 共同購入 can do so?
Rakuten replies: "Because the shipment in Rakuten is managed by the shops themselves, the orders from different shops will be sent separately. Therefore, the shipping fee should also be paid separately.
If you want to save the shipping fee, please use Rakuten International Small Packet.
The other way to save postage is to use tenso 集中包裝. But you need to consider if it is cost effective as you will need to pay Japan sales tax & handlling charge to tenso & EMS.
