Originally established by movies industry to prevent piracy such that DVD discs bought in one region can't be played on DVD players in other regions. So as to discourage illegal copying.
分+/- 和 RW +/-
+ and - are different DVD recording standards developed by 2 different companies (or committees). Actually, there is another standard called DVD-RAM which is better than + and -. The RW is just for re-writable format.
PAL and NTSC
