if she does not have to do any housework when she is looking after the twins, i think should be ok. for my case, sometimes we have no body at home but my helper and twins, then I tell my helper not to do anything apart from watching close to my twins (1.5 yr).
when they are older around 3 yr, can send them to school then the helper can focus more on housework.
