1 .) You need a set of computer with video capture card or your display support video in and DVD recorder.
2. ) After that connect your video tape record to your capture card / video in.
3. ) A movie creator software (should have one come with your video capture card or search from the web.)
4. ) You can create Mpeg-2 file and write to DVD.

or another simple method....

Buy one DVD recorder and connect it to your video tape recorder. One-touch copy. Finish~
