I have not heard of returning resident visa (SB-1 visa) but my friend has a similar case like you - she moved to NY in 1990, landed, received green card and went back to HK to work. Every year, she went back to NY and filed tax (too low the income that she did not need to pay any tax). I don't know when she lost her wallet with her green card inside and she has not reapply for it since she married and never went back to NY. Finally, she was considered abandoned residency and since then, she has never reenter US.
Honestly speaking, if you will never give up your green card, why don't you renew it before expiration? Also, why don't you come back to US since 2003? With green card but not citizenship, you should know that you have to come back at least once or twice each year. Are you working and have you ever filed tax (whatever if you need to pay or not) every year? If not, there's no evident that you're really want to retain your residency in US. If immigration told you that you can try applying returning resident visa, you should do it no matter how high the chance is. Also, if you can come back this time, consider to stay and wait for your citizenship. Green card cannot guarantee your residency if you are not really living here. Actually, you have lived in US for 8 years before, why didn't you apply for citizenship? Sorry that I don't have too many information on your question but just have some kind of common sense queries for you to consider. Hope that can give you some ideas.
