When the mother and father of a baby are busy and has no one to take care of their baby, they would choose nursury. The fact is that they take care of the babies.
Playgroups are different. Playgroups are some courses that give babies or children chances to see more people and learn more. The parents have to join with their babies and children in lessons. In Hong Kong, many of the playgroups are promoted for children to learn English. It doesn't mean that when the children are in playgroups, they are easy to get into a "Kowloon Tong Kindergarten". Most of the famous kindergartens are: apply -> interview->except/reject. But I know that some of the international kindergartens have their playgroups too. That may help to get in their school only. But not all!
