Hi Becky,
He is probably allergic to some environmental stuff, like Tree/Weed. To pinpoint it more precisely, take some blood for IgE x Tree Mix and Weed Mix. Ask your family doctor for more detail.
Meanwhile when you go out with him to these area, wear a mask may help to prevent the allergents from contacting his nosal and oral mucosa.
