高於市值的租金 mean , say, if your apartment can only be rented out for HK$5000 in market,....but now you rent to your connected party for HK$10,000 (Higher than market rate)....The thing is HK$10,000 is paid by govt ...!!! How can it be reasonable ???? They should only receive HK$5000, now they receive more.

涂謹申這次事件的情節和蔡素玉之前所犯的差不多一樣,都是向自己公司租辦公室,都係呃公帑,所謂申報,係俾人踢爆後死死地氣補飛.加上涂謹申的議員辦事處租金唔係自己落袋,不算以權謀私,唯一疏忽係無用市價租金來計算辦事處租金,所以要補回差額,如果左派繼續不識時務,就會燒到政府那邊,有人要為批核賬目不慎而負責,法律上涂謹申應該無任何問題.
