I stayed in New Hankyu two week ago, when I make the booking via morning star, it also insisted that their hotel don't have non-smoking floor. When they give me the room, I found the the room is too small and with some smoke smell, so I asked for upgrade to pay JPY2000 per night and upgrade to a bigger room and non-smoking floor, you can checked when you checked in.
