Does "全職媽媽" mean stay-at-home mom? Or moms who take care of their kids full-time without help?

For mothers who stay home, doesn't work, but have maids to take care of kids, are they "全職媽媽"?

For mothers who have maids but the moms themselves take care of the kids, are they "全職媽媽"?
