Which border gate? Only LOk Wu? I just went to Sheung Wan CTS, I called earlier this morning, they still have quota, but when I finally arrive there, quotas have all be used.

I ran into this situation a few years ago. I was told that the one-time temp entry permit was only available in Lo Wu. Since I was flying directly into Beijing, I couldn't make use of it. So it turned out that I had to obtain a tourist visa for my son (he has US passport) which was super expensive but it could be issued the next day. I learnt my lesson and now I check the kids' travel documents closely and frequently.

It turns out that we decide not go to Shenzhen, because it is so good my friends don't mind we skip this time, and even better is the Westin Hotel that i have booked rooms with agree not to charge me the cancellation fees. So we don't need to pay HKD14xx for the one time entrance or wait 3 hrs at border gate which will totally kill our energy.
I have been totally out of my mind this time, I even reminded my friends about looking up the validity, but to fail to do it myself (I mistaken the validity of their passport with mainland card.)
