Complaint of property agent

My sister has complainted to EEA about one of 中原 agent, after she complainted to EEA, she found that no use because any loss caused by the misleading from agent must be claimed back via the solicitor. EEA just investigate whether that agent 抵觸操守守則 or not.

Then will you sue the agent and the company?
