if wanted to complain a driver who cut the lane very rapidly and talking mobile, what could do?

ofter see some drivers to talk mobile and caused dangerous cut, others throwing rubbish (repeatedly all along the way).....I wanted to complain but did not know the hotline, call 999 looked too serious wor....
