You are right not to believe her. Think about it:
1. Passport done (within september ?);
2. copy of passport, + documents to Indonesian consulate in HK for notarization - 1 to 2 weeks
3. Submit to HK Imm. Depart, - 4 to 6 weeks (normal time, with no "hurry" letter)
4. Send visa to Indonesia - (assume fast)
5. Arrange cheapest air ticket to HK (may take 1 to 2 weeks, depending on availability of cheap ticket).
Passport is the travel document that the maid needs to travel out of Indonesia. People who have never been out of their own country don't have a passport, so they need to apply for a new one. Just like your SAR or BNO passport.
The visa is that granted by the Hk Imm Dept to allow the maid to come to HK to work for you. Physically, it is a label stuck in the maid's passport.
You had better clarify with the agent whether they are still doing the maid's passport or whether the process of applying for the visa has started.
But, don't worry too much. It is bad for the baby and you. Try to relax and perhaps ask your husband to chase the agent every week for progress report. Take care.
