As I know, there's no need to go through agent.
But, if you don't need agent's help, you need to go the Immgration Dept always. I'm not sure the procedure... I know that some local 賓賓 know how to do.
According to my experience, you can only directly hire bun bun if she worked in HK before. For those who have never worked in HK, you have to seek help from agency.
For those who have worked in HK before, here's the procedures:
1. go to the Immigration Dept to get a set of forms for direct hire and ask your maid to complete those forms and send you all the supporting documents
2. go to the Philippines Consulate General (Admiralty) in person to submit relevant documents (prior to that, please visit their website and prepare for a list of required documents including air ticket redemption voucher, etc)
3. submit application to the Immigration Dept
4. collect visa label from the Immigration Dept
5. mail the label and other documents to your maid
I requested my maid to send me her medical check report from Philippines prior to her arrival. Upon her arrival, I also brought her to have another medical check up.
Maid without HK experience CANNOT be hire via Direct Hire. It must be hire via agent, and the agency costs is normally high, around HKD3 - 4k. The reasson is that they cannot collect up-front some money direct from the maid - like some other new maid.
Regarding dismissal, you, as an employer may summarily dismiss an employee without notice or payment of wages in lieu of notice if the employee, in relation to his employment, -
(a) wilfully disobeys a lawful and reasonable order;
(b) misconducts himself;
(c) is guilty of fraud or dishonesty; or
(d) is habitually neglectful in his duties.
If you already employed the maid (she is here), and she is now not fit for work (ususally her report in Philippines said that she is fit). My understanding is that the law will require you to responsible for sending her back to Philippines - can't remember if this is coverred by the maid insurance.
Under any circumstances, the employer is responsible for the ticket costs for sending her back.
Law is law, but I know that in rare cases, some employers are strong enough (sure not me) to force the original agency to absorp the costs.
Please note that pregnant will not render the maid not suitable for work... Found a good maid is really very good luck.
