It is not bad to take HR course. Some HR courses may include China thing because nowaday it is so popular that many companies also has China setting (like factory, representative office, branch office).
Every company need somebody to do the HR work (at least personnel administration). And, many small to medium size companies need Secretary / Administration Officer (whatever the similar title is) to handle some HR duties.
I'm going to take a professional certificate course on HR. I'm sure I can't find any job on that field if I only bear the qaulificaion of professional certificate. On that moment, I can't spend too much $$ and time on this. If I found I'm interested in such field, then I may take further studies.
Yes, I am working in Human Resources Field. For some entry positions, they may not require somebody has experience. As I told before, nowadays, even you look for a clerical (secretarial) position in small to medium size company, they may require you to perform full range of admin, HR, clerical duties.
