Yes, my daugter is an Australian citizen and she holds an Australian passport. She is now studying in an international school in HK for IBDP, and she is not taking DSE. (Thank god that she is not taking DSE! Chinese is really really difficult.)
And because of her citizenship, she will not be able to apply as an oversea student and she will apply as a domestic student with foreign academic qualifications.
UK has never been our preferred choice because we do not have relatives there. But if she really wants to study medicine and fails to get a place elsewhere, that could be her last resort.
