that is just a presentation on the face to any third party that may read, to show that you are concerned about paying money to the PK, and not to avoid paying. It serves also to record what has actually happened, particualalry in the preseence of agent. Just in case the agent denies she has seen your settlement process, or refuses to be an evident later on, your letter issued to agent at this point of time can prove that the settlement did take place and you did offer your payment to the PK.
Whether the agent actually chase the PK isn't your concern.
If you are afraid the agent doesn't sign for receipt, send a registered mail to the agent and keep the invoice. (Even if you do not ask agent to keep the CQ, you may record what has happened in the letter, say something, like requesting them to contact you if the maid approach agent for payment.)
