Winfax is not free, buy you can consider to use Microsoft Fax.

To activate the Microsoft Fax, just simply click Start | Control Panel Add/Remove Programs
Click Add/Remove Components
Check "Fax Service" and next.

The problem is caused by the fax resolution (200dpi x 200dpi), not the program problem.

When you documents/graphic converted to fax format, it will converted to 200x200dpi, it will definitely degrade your image quality.
