I just call the agent to know more (I am not member, but she always call me to join). Details are:
(1) There is a small room adjoining the playroom. It can accomodate about 30-40 people. http://clubregency.hk/article_info.php?cArticlePath=22&articles_id=31
(2) The min charge of the room is $3500 (3hr). [i.e. about 35 adult is enough]
(3) Buffet can be arranged. $108 adult. $68 for child. Free of charge for kids below 4.
Remark :
(1) The playroom cannot be reserved, i.e. other members (strangers) can come. But, as I know, there may not be many kids & parents there.
(2) There is another very big restaurant (just a corridor separated) called 洋紫荊西餐廳 . But, the min charge is $10,000.

I can't be the 搞手. But, as 蝦蝦 suggested, I think we need
(1) co-ordinator or 聯絡;
(2) book 場; (if small room above, I can do that)
(3) compile list;
(4) 收錢;
If using the above small room and the aim is for child playing, 一切從簡, no MC, no banner, no game. For other place, e.g. hotel, or the big restaurant above, need
(5) 場地點到;
(6) MC
