I'm confused if I need to give my new maid statutory holiday for her first three months??? I called the labour Dept. hotline and the staff told that I need to give her the statutory holiday which is no pay. I cannot cancel the holiday even though she wants her money. Why???

No, you should let her take leave but it's no pay leave.
Yes, according to employment ordinance, an employer should give statutory holiday to an employee, payment in lieu of statutory holiday is a violation of law.
but with the agreement between the 2 parties, a replacement holiday can be arranged within 60 days of the statutory holiday.
what's more, rest day (ie normal holiday on sunday) is different. with the agreement between an employer and an employee, an employee can work on rest day voluntarily with pay.
therefore, my maid took no pay statutory holiday on during mid-autum festival but she gave up a rest day on sunday. for the coming national day (1/10), she will take no pay statutoyr holiday on 30/9 (which is a sunday) as a replacement holiday of national day. she will work for me 1/10.
