To myself, I prefer to live a place that I like. But it's really personal, some people may feel uncomfortable if the price hasn't gone up as high as other places (or even dropped). In such case, the psychological discomfort is over the physical comfort, which means s/he wouldn't be happy either. So it's really depends on how you value the money and how you judge what is happy and what is not.
