In Bios, set boot sequence as:
1/ Floppy (if you still have it)
2/ CD-Rom
3/ USB device
4/ Hard drive.
My wild guess is you have accidentially remove certain Windows files and thus your PC unable to restart. If that's the case, insert your Windows CD and see if Windows can fix the problem.
