foreign passport & 回鄉卡

Does anyone know or had successfully applied for their child 回鄉卡 while at the same time holding a foreign passport?

Here is my daugher's case, she hold an australian passport but was born in HK and would like to apply for 回鄉卡. However, she need to declare that she is a chinese nationality. Does that mean that she will loss her australian identity?

As the Home Visit Permit (回鄉卡) is only issued to Chinese Citizens residing in Hong Kong and Macau, your daughter will be treated as a Chinese Citizen once she becomes a holder of that irrespective of whatever national passports she is holding.

Same will apply to her nationality status while she is in Hong Kong. If both of her parents claimed to be a Hong Kong resident and she was born in Hong Kong, then she is also regarded as a Chinese citizen unless she formally applied for renunciation of her Chinese citizenship from the Immigration Department. However, if she is outside Hong Kong, she can claim her Australian nationality by producing her passport.

As for your case, if you want to save her trouble by making a formal declaration of her nationality during the application process for a Home Visit Permit, you could simply approach the Immigration Department and apply for the Re-entry Permit (回港証) which will be available within the same day. After that, you can go to China Travel services (中旅社) to apply for the Home Visit Permit without the need of making any declaration.

However you must know well of your daughter's status once she used the Home Visit Permit and get into China.

No problem at all if your daughter is born in HK and holding a HK Id card. My daughter is holding a foreign passport (for visiting other countries), a 回鄉card (for visiting China), a HK Id card and a SAR passport (for re-entering HK). She has used these travel documents several times and everything is OK. I think HK people can have double identity like having both SAR and BNO passports at the same time.
