as far as i know, there is no price difference between buying handbags and apparels at the designers' stores and buying the same at the counters in duty free shop. however, a discount card will be provided to the tourists so that they can enjoy say 20% off upon purchase of cosmetic items or small goods such as sunglasses, hats, etc. also the duty free shop may be having a special sale on selective items that you may not expect to get in the designers' stores.
