Sure you can raise the request. But the problem is how software house treat your problem? As high or low priority? Are you going to pay for their resources for fixing the bug?? Are you a valuable customers? How much effort are they going to spend?
So, the problem isn't you can or cannot raise the request. But the view of software house.
