我今天去了一間銀行分行，那經理好像也不太清楚，只叫我填一些表格。但不是他們告訴我怎填，而是我自己填。問題是form W-9, 我真的不太清楚內容, 我問他們，他們也不會解釋，只叫我填完簽名。 因為她覺得每張 form 都要有簽名，但我卻覺得我只需要填而不用簽名。因為我不知怎麼load 相，只好打下W-9 有關的條文，請有經驗的姊妹告知！
Under W-9, Part II - Certification:
第2 點是：I am not subject to backup withholding because:(a) I am exempt from backup withholding, or (b) I have not been notified by the Internal Revenue Service (IRS) that I am subject to backup withholding as a result of a failure to report all interest or dividends, or (c) the IRS has notified me that I am no longer subject to backup withholding.
下面還有 Certification instructions 說：
You must cross out item 2 above if you have been notified by the IRS that you are currently subject to backup withholding because you have failed to report all interest and dividends on your tax return. .... For mortgage interest paid,....., and generally, payments other than interest and dividends, you are not required to sign the certification, but you must provide your correct TIN. See the instructions on page 3.
因為我是於今年7 月底landed的, 所以我還未到期報稅，要明年初才報。所以我覺得我應該cross out 第2點的(a)及（c）. 對嗎？
但 certification instructions 的第一句又好像相反意思。
