it depend. Some place offer flat rate but sometimes they will calc on meter (base on time and distance).
What I do is remember the suggested fare when I book, if the price is ridiculously high, i will report to uber. They will credit back to my uber ac.
For the cash settlement, I think you can pay the amount suggested but report to uber if the price is too high (like the driver choose a longer route etc).
