as long as she has Canadian Citizenship, she can enjoy the local's student school fee. I have friend who was born here and he comes back for university with local student fee.
non -resident = you have no tie to canada, but if you are sending your girl back to Toronto to study, then you have a "link" and canada government could tax on your overseas income.
for sure, if the child is canadian, she could study in public school (free of charge) provided she got the address prove, as you know the public school eed to be in the same community to where you lived.
