Two problems for web design wanted.

1. An original website in English. Can I improve it to become readable both in English and Chinese when the watcher points to English or Chinese?

2. Where to apply a forum place to be fixed into my web page?

Would you mind to state clear?
1. Do you means you have a website in english, want to translate to bilangual? If yes, it depends on what language you use and what effect you want, if you use HTML lanugage (let's say it's using Microsoft front page to geneate HTML language), the simplest way is duplicate your website and translate it to chinese.
2. You want the discussion forum or just a personal newsgroup? There has many forum products in market, the most popular is the Discuz!
