Well, if you have all the time to "train" a helper, then yes, by all means to hire a brand new one. However, I think you can never train a person to have common sense. That's why I personally prefer experienced helper.
As for the agents, they all want the employer to employ an overseas helper. I think it is more to do with they can get a MUCH bigger cut (7 months pay back)from the overseas helper, rather than for the benenfit of the employer.
