If you or your husband is PR, you can apply FTB (no matter if you have worked or paid tax here before). The financial year here is from July to June (different from HK), so if you were working in HK within this period, you'll need to declare your income when apply FTB.
Morgan_Ma is right, you need to declare your income earned in HK to centre link for them to estimate your family benefit for the first year. After first year, they will estimate your family benefit base on your family income earned in Australia.
for the eligibility for A or B, it depends on your family income or the higher income in the family.
if you don't have bb/kid, you are not able to access family benefit. married couple <> family.
