You can only buy the flat at 2006, government start sell the 居屋, as the flat already re-sell to housing authority.
Apply method just like the new 居屋, send form -> wait reply & number -> choose flat.
But are you also living in 居屋, if so, you cannot buy the flat that is next to you.
