Rasa Ria is much larger than Tanjung, its around 30-45 mins from downtown. If you do not mind stay in hotels for meals (child meal is not expensive), it is a good choice. They also have a kids clud which has programmes like kite making.
It all depends if you would always like to go to downtown or islands.

for the children, we suggest and Must choose Risa Ria as the environment is more natural. And activities for eco tour is more actractivie. The swimming has slide and sth. And eating you can take 10-15 mins to 1 Borena (newly big mall and good for eating and shopping).
Tangjung Aru is a more closer to the city. Actually we not always to down except taking seafood and chickrice food. Otherwise, you can skip this activities to down.
