You need a photo editing software to convert your picture. e.g. Photo Impact, Paintshop. etc.
There is a function called resize. You need to load your picture to the software that I mentioned above and resize to pixel 150x150. After you accomplished you will find the size is very small and you will be update the picture.
If you have a digital camera, I would highly recommend you to check the bundled CD first. The resize function is very popular, it always come with your software.
