Of course package is better than tour, if you want to enjoy Chime Long Theme Parks. Tour could provide many tourist spots but the time for Chime Long would be shorter. I have just booked 星河灣酒店for 3D2N package through CTS HK. Chime Long Hotel package is too expensive, around HK$17XX per room per night. Both hotels I stayed before. Chime Long is so big and convenient (just a few walk to Chime Long Paradise and Circus). 星河灣酒店 is nice and elegance and the room is so boutique hotel. Taxi and bus shuttle is required if you go to Chime Long Theme Parks.
