Just came back from Shangri-La Rasa Ria with 2 kids. The resort was very beautiful, but don't expect too much from the kids' club. It is just a centre with lots of toys, books and a sand pit. Although the hotel offers many activities, many of them have minimum age requirement (6 or 7 yrs, you better check with the hotel in advance), and the activities are quite expensive.
So, for us, we just went to the hotel pool most of the time. Although sounded quite boring, the stay was very enjoyable and the kids had a lot of fun.
The restaurant options were limited. They have one Japanese, Indian, Western, International Cafe (with limited choices of local flavors). We got bored with the food there and went downtown for seafood most of the time but you do have to bear in mind that the taxi fare from hotel to downtown is RM80 (HKD200) one way (45mins)

I went with 2 kids (3yrs) and we spent most of the time at the pool. Although sounded boring, the stay was very enjoyable and the kids had a lot of fun.
