I do support those maid to file their complaint to consulate direct as the agency fee charged to the maid is abnormally higher (sometimes as high as 5 -6 months of their monthly salary). Per my knowledge, the agency fee is max cap at one month salary + PESO 5,000 (around HK$700). But now they are charging 3 times higher than the max cap. These agents should be blacklisted or penalized.
Despite these, I think you should make sure you are not paying less benefit to your maid to avoid any further trouble in case your maid really file the case to the consulate.
My ex-maid also refused to pay the remaining fees after coming to HK and she was told by her friends to do so. Not longer than half year, she borrowed over $20K from loan companies and I forgave her & settled for her that time. After years, she has another big loan of $48K and finally I sacked her immediately.
I agree that this kind of maid will not keep her promise and without creditability.
